Solution:

{36 ÷ (-9)} ÷ {(-24) ÷ 6}

= {36/-9} ÷ {-24/6}

= - (36/9) ÷ - (24/6)

= (-4) ÷ (-4)

= -4/-4

= 4/4

=1
